10万人都市の小学校数が13～15位 小学校と同じぐらいの数通所作業所があったとしても10人収容。同じくグループホームがあったとしても10人収容。
実数から類推すると、あるだけマシ。選択の自由は無し。お仕着せと言うのが分かる。
